0 Install Language pack in Windows 8.1

I need to install the language pack for my family's new laptop.  The document from MSFT here http://support.microsoft.com/kb/2607607 is to enable it from language control panel.

However, it is gray out when I try to it.

Here are the steps I install the language pack:

1. Download Language Pack

2.  Execute the C:\Windows\System32\lpksetup.exe

C:\Windows\System32\lpksetup.exe

  This will bring up the wizard , follow the wizard to install it.

3. sign out and sign off to display the new language
